Back when we were in the 1.0 phase of the hosting project we had no need for certificate authorities to sign our SSL certificates. Project DoD was the only domain on the box with a need for SSL, and our need was small enough that we decided to sign our own certificates. In the beginning there were the forms for domain sign-up, and we did most of that over the phone once we got people’s numbers. Granted, this didn’t scale at all, but we were young and full of energy to do the same thing over and over again. We also had webmail for people to use, and in retrospect, this should have created enough of a need to get a real SSL certificate.
Towards the end of the 1.0 project phase, a real SSL certificate started to become more important. Some people were unaware of the implications of the warnings about a self-signed cert, and we were starting to develop the 2.0 project plan, which would require that users be able to authenticate our certificate before they made donations or managed important account settings. Nevertheless, we still had no major need to offer SSL service to our users. So what’s known today as Collective SSL was not born until late in the life of Project DoD 2.0.
